I may be using the wrong words, but PGTK does allow window decorations 
to be changed by gnome tweak, for example, as opposed to GTK3 which 
depends on the shell that you are using. With WSL, and a rootless x 
server you get the default baked into wsl with GTK3 and themed frames 
using PGTK that can be changed with gnome tweak. But, PGTK also doesn't 
work with Windows display manager tiling (doesn't respond to snapping to 
a corner or side of the screen), so I went back to using GTK3 for that.
