The key you call DEL is the key you want to delete-forward, but the character DEL is the event sequence sent by the terminal to Emacs that is normally associated with delete-backward: clearly the "DEL" key should not send a "DEL" character in your case (and this depends on your expectations, not on the name of the key or the name of the character).
