Inside a terminal emulation GNU Emacs should use the colours set for  
foreground and background (automatic mode). Besides, its colours are  
restricted to those defined by ANSI. The function list-colors-display  
will show them. Besides, in no-window mode, i.e., in some terminal  
emulation, you don't have much more than a choice of darker or  
lighter background and then rather automatically set face values for  
text in the foreground.

Check the customisation browser or the documentation!
