* Help with scrolling - Emacs 22.3.1 windows

I have noticed this problem only happens on my laptop xps 1330.
Whenever I split windows on emacs:
C -x 3

I can scroll down with the mouse "wheel" (it is the laptop mouse)  on the
first windows only even when I have selected the second window.

Can anyone help me with that?
