It looks like you get a load message if you use load-library, but not if 
you use require:

;;   emacs -Q -batch -l hello.el
;; to test for load output messages

   (require 'ido))
(unless (featurep 'cua-base)
   (message "* cua-base not loaded, will do (load-library \"cua-base\")

   (load-library "cua-base"))
