Bonjour,
I would like to know if there is a way to get "dynamic" ligatures for
indic scripts in Emacs?
Up to now, I am able to see devanagari script in Emacs, but without
ligatures.
Is Emacs able to use ttf fonts?

Indirectly. GNU Emacs 21 or 22 get the fonts from the X server, which
has access to TrueType and other fonts. On other windowing systems
similiar font services do this job.
GNU Emacs 23.0.0 or 23.0.60, the unicode-2 branch, can be configured
to use libfreetype and libotf.
