Looking at ~/.gnu-emacs shows:

This section of code is looking at another install of emacs.  The emacs
installation in question (the one reporting error on) has no
rmailgen.el* in its file tree.

(Note: I would think that the installation routine shouldn't assume that
emacs will be installed under /usr/share/emacs/.)

I replied on emacs-devel.  This list is not the proper place for
asking questions about the CVS version of Emacs.
