Maybe the ~ needs to be explicitly expanded; does this work:

(setq auto-insert-alist
       (cons `((".*ltr.*\\.tex$" . "Letter") . ,(expand-file-name
						"~/leg/ltr.tex"))
	    auto-insert-alist))
