Is there any way to persuade ispell-buffer to ignore certain parts of
the buffer? Or to check different parts in different languages?

C-h v ispell-skip-region-alist

Maybe you could add a (KEY FUNCTION ARGS) element to
ispell-skip-region-alist where the KEY would be a tag of some sort and
FUNCTION would read the language name following the tag and pass it to
ispell-change-dictionary.
