I find easymenu.el hard to use, and only resort to it when I have to
support XEmacs as well.  Otherwise, just use the Emacs Lisp functions to
add a submenu to the menu-bar-tools-menu keymap (see the "Menu Bar" node
of the Emacs Lisp manual).
