I learned that ange FTP just uses the command line FTP.

If that is so, then, if I had a program similar to command line FTP that
does WebDAV instead of FTP, it would be simple matter to switch from FTP to
WebDAV -- correct?

Anyone know of command line WebDAV utility for use with emacs?
