Yes.  But the Common Lisp emulaton library has both `return' and `return-from'.

Just add this to your .emacs file:

(require 'cl)

Why don't you just rewrite/advise the `error' and/or `signal' function?
(See the "Signalling Errors" node of the Emacs Lisp manual.)
