I am using Verilog mode in emacs on WinXP. When I try to open the same
files in Notepad the text is all on one line with funny characters in
between. I know it's a matter of turning on the DOS text mode but where do
I do that?

Try:
C-x RET f undecided-dos RET
This will convert your file to DOS mode.
