It was discussed zillion times in say microsoft.public.win32.programmer.international that _the only_ way to change System Code Page is to do it via Control Panel (it's NOT possible to do from within your programming code) - "Default" button in NT/2000, "Language for non-Unicode programs" in XP. In both cases MS lists there _real_ languages, no UTF-8 there...
