For example, =E2=80=9823=E2=80=99 is converted to =E2=80=9823.0=E2=80=99, =E2=80=983:= 2=E2=80=99 is converted to =E2=80=981.5=E2=80=99, and =E2=80=982.3=E2=80=99 is left the same. =2E..if you don't mind losing precision.
