I'm rather confused. I am using the Cygwin emacs-x11 binary from the
console (i.e. I do not use Cygwin/X, at least not directly). I've
noticed I can scroll the emacs window with the mouse wheel, which is
fine, but I can't position the cursor by clicking. Should I be able
to? TBH I was surprised I was able to scroll...

FWIW, in Gnu/Linux (a Gnome terminal, if that matters) I observe the
same behaviour (i.e. click does nothing, scroll works).
Vim displays the same behaviour.
I guess there's something one can do to the terminal emulation to get
the mouse click events.
