How to make emacs to load .svg file as a text file? right now, it
appears a white square in my emacs window?

"M-x text-mode" did not worked ? What do you get when you try this ?

When you say it appears as a white square : can you tell more ?

In my version (23.91.1) you just haveto type C-c C-c (i.e twice
CONTROL-c). It tells you that in the mode line (that's this little line
at the bottom).

It tries to display it as an image. Maybe it is a white square -- or may
be the right library is missing?

When you were building GNU Emacs librsvg was not found during the  
configure phase. SVG (and many other graphics formats) can be  
displayed as the pictures they are. If you don't want this you can  
type C-c C-c and the presentation is toggled. You can change auto-mode- 
alist and map some other mode to SVG format so that image-mode will  
never take control of it.
