I would recommend first that you consider installing a newer 21.x version of Emacs if you are concerned about international script support. A newer version of RedHat would not hurt either. I am using RH9 with Emacs 21.2 and Chinese and Japanese display without me having to do anything, as long as the documents are encoded in JIS for Japanese and Big5 for Chinese. When it comes to working with UTF-8, I have never heard of anyone succeeding in displaying East Asian scripts without installing the TEI-Emacs add-on.
