Ok one this is obnoxious, you are asking people for help and then even
after some people have already helped you, you decide to point out

Now, for some questions. Does the emacs editor that is a terminal
editor only that comes with OS 10.1 work properly (i.e. C-x, C-c
exits) or does it also fail to exit?  If it works and the the Carbon
version doesn't then there must be a configuration issue.  If they
both fail to exit with C-x, C-c then there is a Mac OS configuration
problem.  Also by your statement to "use Cmd as META", bothers
me... emacs uses both the command key and a meta key.  In the manuals
you will find C-  for commands that need the command key pressed and
you will also find M- for commands that need the meta key pressed.
The command and meta keys are not the same.
