I think "slow" in the sense that you sometimes have to wait for the IDE to accomplish some heavy task, and having to wait makes you feel the IDE is slow. OTOH, developing software in Emacs makes you do a lot of things by hand, thus keeping you busy while you are accomplishing your goals, and that makes you feel the editor is snappy.
