Yes! This change is a month or two old (I didn't notice it, next  
Emacs.app worked as before). The mechanism behind these preferences  
was too general, overriding settings from the real init files. And  
not offering a method to edit them (removal rather impossible). See  
nextstep/ChangeLog!

Because of librsvg some GTK stuff is needed. Libdbus might be useless  
in Aqua ... and libintl too? Emacs.app does not need much from  
outside the Mac OS X frameworks which have PNG, TIFF, GIF, JPEG  
support (and in WebKit there is SVG support: Safari displays  
splash.svg and other GNU Emacs particles). Support for X windows/ 
netpbm is emulated.
