I would eventually like to use the terminal -nw version of Emacs rather than
the GUI (I'm on KUbuntu 12.10). Can, e.g., guake or Konsole in KDE be made
to handle a nice Emacs color theme without collapsing it down to just a few
colors?

Yes, if you set your TERM variable accordingly (e.g. xterm-256color or
konsole-256color).
