I can't find how to do this in the manual.

Something like this?
(global-set-key (kbd "C-S-n") '(lambda () (interactive) (scroll-up
1)))
I'm not sure if you want to rebind enter though...

Have you tried enabling view-mode?
M-x view-mode RET
