under Windows Vista writing to the C:/ directory is restricted, and
Emacs 21.3.1 got errors trying to save .emacs-places and .emacs.

A solution to this is to define an environment variable HOME with the
value /users/MYNAME. Then emacs looks in this directory
for .emacs, .emacs-places, etc.

to define an environment variable go to System Control Panel, Advanced
System Settings.

Thanks.  The upcoming Emacs 22.1 will use the user's private
"Application Data" directory, if HOME is not set in the environment.
