If you download the distribution from ftp://ftp.gnu.org/gnu/emacs/ then
it will contain the relevant Emacs manual as an info file.
Sometimes distributions package the Emacs info file separately from
Emacs so you have to go looking for it. Some distros don't package it
at all (packaging a program without its docs is really dumb, but it
appears there are people stupid enough to do it).
