Subject: Scroling margin

Hi all.
I'm using gnu emacs on win xp.
I'm trying to get that behavior where, when scrolling the cursor near
to the top or bottom margins, emacs will automatic scroll the text
(unless it's begin or end of file)
I did setq scroll-margin to 10, but this only works when I'm going up.
When i'm going down I still reach the last line of the screen!
Is this normal behavior ?
