C-c is a mode specific command prefix. It is apparently dealt with in bindings.el. I don't understand it but I got there via Menu-Help-Describe-List Key Bindings and then following the links from C-c in the buffer listing the key bindings. I have installed all of cygwin on a slow PIII but I don't bother with emacs under X since I've heard that it's much slower than the native NT build (21.3, which is plenty fast for me). Ed.
