It's a somewhat advanced topic but it may be doable by a non-hacker with
a little luck. I tried to make a hebrew-babel input method for ver. 21.3
and got it to work somewhat. It might be easier now with ver. 23.2 since
the internal representaion is unicode. Make your own copies of
emacs/leim/leim-list.el and emacs/leim/quail/ thai.el and lao.el and see
if you can understand what's going on with them. You can get the glyphs
for Khmer from here:

Good luck. It's easy to cause emacs to freeze (even to the point of
requiring an OS reboot) while you are testing but you can (usually?) get
control by reverting to the original file versions in the leim and
leim/quail directories.
