No, not that I know of. I think your best bet would be to use the "File Format Conversions" feature that is part of Emacs. This feature lets you specify a shell command that converts buffer text into a different representation. Once you've told Emacs how to do that, it will automatically convert text when it reads it from a file, and convert it back when it writes it to a file. See the node "Format Conversion" in the ELisp manual and the commentary in the format.el file distributed with Emacs. Using that machinery, you should be able to type Hebrew text (e.g., by using the Hebrew input method that Stefan mentioned in this thread), and convert Hebrew characters into LaTeX representation on disk.
