Maybe

(1) Invite people to send stuff to you, as the editor, you are
    still free to include or exclude whatever you want of
    course, but it cannot hurt to say so explicitely.

(2) If the OP is serious about his suggestion, maybe he can
    have a section in Emacs News, if so, you will just have to
    agree on the FORM, after that both can go about your own
    individual businesses ...
