Indeed, a program will then compile the newsletter based on
what dates the links were added.

It is conceivable tho that people and spambots will try to
abuse the web interface so instead of hunting Emacs news the
manual effort will be fighting spammers ... but that isn't as
boring as it sounds since a lot of that, optimally all, can be
automated as well!
