Did this change:

 2004-06-05  Kenichi Handa  <handa@m17n.org>

  * Makefile.in (leim-list.el): Depend on leim-ext.el.  Append the
    contents of leim-ext.el to leim-list.el.

  * leim-ext.el: New file.

break make-dist?

This sequence of commands

$ setarch i386 ./configure
$ setarch i386 make boostrap
$ setarch i386 ./make-dist
$ cd emacs-21.3.50
$ setarch i385 ./configure
$ setarch i385 make

ends with:

Converting cangjie-table.b5 to tsang-b5.el...done
Converting cangjie-table.b5 to quick-b5.el...
Converting cangjie-table.b5 to quick-b5.el...done
Converting CTLau.html to CTLau.el...
Converting CTLau.html to CTLau.el...done
make[1]: *** No rule to make target `/emacs/emacs-21.3.50/leim/leim-ext.el', needed by `leim-list.el'.  Stop.
make[1]: Leaving directory `/emacs/emacs-21.3.50/leim'
make: *** [leim] Error 2
