BTW, IMO there's never a need to ask this kind of question.
If you find a bug, make a bug report.
If you want to discuss something more general, send a mail to emacs-devel.
Then wait several days to allow any interested parties time to respond.
You may wish to cc: someone (eg any listed Maintainer: for the file in
question) to draw their attention, but it's not essential.
And if you want to know who wrote a bit of code, see the ChangeLog,
or vc-annotate.
