I use the same (compiled) files for all Emacs versions. It was
compiled with Emacs 21:
$ head -n6 w3m.elc
;ELC
;;; Compiled by [...] on Tue Feb 28 20:02:10 2006
;;; from file [...]/emacs-w3m/w3m.el
;;; in Emacs version 21.3.3
;;; with bytecomp version 2.85.4.1
;;; with all optimizations.
