IIRC, I often had to look at the output of `C-x v l' (vc-print-log), the current diff (`d' = `log-view-diff') and the diff between the two versions of the file (Emacs vs. Gnus repository). Searching in the Changelog file for possible related changes would make it more complicated. It's also possible that related changes are not mentioned in the same ChangeLog file, say lisp/ChangeLog and lisp/gnus/ChangeLog (e.g. changes in pgg*.el or mail/*.el which also require changes in gnus/mml*.el). In general, I agree to the guidelines and it's a good idea to describe the rules in some file in admin/.
