Try to checkout the source code with -kb option:

cvs -z3 -d:pserver:anonymous@cvs.savannah.gnu.org:/sources/emacs \
    co -kb -r emacs-unicode-2 -d emacs-unicode-2 emacs

otherwise it won't compile on Windows.
