GNU Emacs 21.3.50.1 (i386-msvc-nt5.0.2195)
 of 2004-09-13 on WINSTEINGOLDLAP
--with-msvc (12.00)

emacs -q
M-x browse-url RET
http://clisp.cons.org RET

the browser shows the web page just fine, but Emacs signals an error:

  w32-shell-execute("open" "http://clisp.cons.org")

Are you smart enough to use Lisp?

This function only reports what the system tells it. Since the OS is
not Free, we can only speculate about what is going wrong, but
w32-shell-execute does seem to be doing everything according to the
documented system interfaces.

and I do not observe this problem with IE.
(so this is not Emacs-specific).

Hi Sam,

When I last installed Firefox on Windows, it left some DDE-related
stuff from IE in the file association entries in the registry. This
lead to similar behaviour when double-clicking some URL shortcuts in
Windows Explorer.

Check your registry entries for "http", ".html" and/or whatever the
actual file type is called and delete the DDE stuff.

indeed, removing
HKEY_CLASSES_ROOT\http\shell\open\ddeexec\
HKEY_CLASSES_ROOT\https\shell\open\ddeexec\
solved the problem.
thanks!
