Do you need a special authority to say that 42 base 10, XLII / Roman, and 52 base 8 are the same number? Same with alt and koi8. Or maybe this is different in Japan? (I know nothing about these matters) At any rate, this is now settled by Unicode. Thanks to your and everyone else who took the pains to educated me. PS. please remove me from the CC field.
