Perhaps I could do it, but I am not an Emacs > guru. Deciding what is relevant and what is not could be hard. It might be an idea to ask for volunteers on help-emacs-windows@gnu.org. Maintaining the FAQ is not something that should be limited to developers, whose limited time is probably better spent improving Emacs.
