Presumably, at least some of the Emacs newbies who use it on Windows started using Emacs because they want to make some sort of transition to Posix platforms, or need to work on both types of systems. ls-lisp worked like it does today for ages (originally, the options that make it work like native Windows tools did not exist, they are a relatively recent addition).
