In my system, variable `keyboard-coding-system' gives cp936, but
function (keyboard-coding-system) return nil, this makes above function
failed, because

 (aref (coding-system-spec (keyboard-coding-system)) 4) 

gives a "Wrong type argument: arrayp, nil" error message.
