This file was added several months ago, but there's no entry about its
addition in lisp/ChangeLog, probably because the file was first added
only to the rmail-mbox branch.  Also, it seems like the required
additions to rmail.el that would allow the spam filtering itself are
not there yet.

(I also have some comments about the implementation of the feature, so
if someone is interested, let's discuss that.)
