It doesn't matter much what I think ;-) The directory structure of an installed Emacs on Windows is _already_ different, has been for quite a while. It cannot be any other way, since Windows doesn't have the Posix-standard /usr/ tree, nor the GNU-standard /usr/local/ tree.
