As long as Emacs doesn't ask the user in case of mismatching "codings" something like: Mismatching codings (iso-8859-1, iso-8859-2, and iso-8859-15) occured. Do you want to unify these codings (default "yes")? And then an additional dialog: ... unify as utf-8 or iso-8859-2? these corruptions will happen again and again.
