We talked about this a few weeks ago but nothing was done. Yes, you are right. As said months ago I hve to fix those files quite often; users don't how to do it on their own. Often it's getting even worse: Emacs proposes a "secure" encoding and when users go for it, all looks well until you want to process such a file with TeX...
