Yes, and most of the time that's a good thing (IMO).  Emacs/W3 behaves
different; changing the width of the window you can force W3 to adjust
the filling.

I guess you are talking about this item:

    * Implement primitive and higher-level functions to allow filling
      properly with variable-pitch faces.
