I have set the user-emacs-directory to "~/.etc/emacs/"
But every time I start 'emacs -Q' (latest version from
http://emacs.naquadah.org/unstable/) the directory ~/.emacs.d is
created. 

Is this a bug or a (wanted) feature?

Sort of a bug, I suppose. It would be better if it were created on demand.
