I anticipate that what RMS (and possibly others who work mostly offline) means is that setting up such a bug tracker will require extra efforts, and possibly will lead to duplicated entries. Perhaps it will confuse users too, as there will be two ways to report bugs and they won't know which is the canonical one. IMVHO, what's needed is a bug tracking system that is entirely controlled by email. Thus, people like RMS will continue to work as now, and it will be possible to query/search the BTS. AFAIK, only debbugs offers this (and partly RT, but assigning/resolving bugs depends on the web interface).
