This particular documentation is just for package authors.
Customizations would be described in the user documentation instead.

Yes, anything in the appropriate directory in the .tar is unpacked.
You can ship anything you like in your package -- some existing packages ship
data files that they need.

Perhaps the docs should mention that elisp installed this way ought to
be location-independent.
