IIUC this bug has been with us ever since Calc was integrated into Emacs
(i.e. Emacs-22, IIRC). So it really doesn't seem high priority.
But it also seems fairly obvious and safe, so if you want to install it
into emacs-24, I won't veto it.

Agreed. When interactively use calc it is very difficult to hit the bug.

btw. I think such a fix should come with an automated test. It should be
simple to test, will prevent reintroduction of the bug, and increase the test
coverage of GNU Emacs.
